have you find an fix point ?
if they are not listed there, delete mods.sqlite (usually found in documents> my games> civ 6), but then promptly verify integrity of game files. (from library games manifest, right click civ 6, click properties, click local files tab, verify integrity of game files). if this doesn't fix it, for some reason you're not receiving the files from steam, and you need to make sure this is not user error (you're logged in the proper account with the dlc enabled, don't get mad, i've seen it more than once), then contact 2k support.

At some point after installing the Gran Colombia / Maya DLC, Steam 'lost' my Civ 6 installation. I tried launching the game, and it said the executable wasn't found. I thought that was weird, but whatever, so I told Steam to reinstall the game. It downloaded, I launched, all was good.
Until the Ethiopia DLC came out, and my Civ 6 didn't include it. I deleted the mods.sqlite, I cleared the cache, I checked all the local files, etc. Everything that has been mentioned in the help forums. Nothing worked. I looked at the log files, expecting to see some error, but the DLC wasn't being called up at all. I experimented with editing some mod files to see what happened -- changing leaders' names, etc. When the changes weren't reflected in the game, I finally realized that Steam was still pulling in the DLCs (and all the other game files) from my original Civ 6 installation, which was on a spinning HD. The 'new' Civ 6 installation I downloaded to my SSD recently (after Maya, before Ethiopia) wasn't being accessed. Steam was installing updates to the new version, but launching the old one. I adjusted the launch shortcut in Steam to make it point to the correct Civ 6 executable, and everything finally worked as intended.
TLDR: I found the Ethiopia files in the new Steam library on my SSD, but Steam was loading everything from the old installation.
at the end, i've fixed my problem an founded the dlc and the civ pack.
A user told me to delete the mods.sqlite file in Documents\My Games\Sid Meier's Civilization VI, that's what 2K support have told people to do when DLC is not working in the past.
And I have my new content! I don't know what this will do if anyone enjoys their mods, though.
