The only other thing I can think of besides a true bug, is some multiplayer setting. I don't have a lot of experience with MP, but entering a game requires all players to be using certain common settings, including ruleset, and I have had such an MP setting persist after I left the MP game and started another game. Of course, I don't see such a setting surviving a reinstall.
EDIT:
when attempting to join a game it says "mod mismatch, missing or not installed"
My husband and I are attempting to play together, both on clean installs. Neither of us are using mods or any changes to the base setup
To correct the problem I had to go into the settings at game creation to change the rule set to what I wanted. Try creating a game in Single Player and check to see what the rule set is in the Create Game screen. Perhaps RF is your default now. If it is, change the rule set to GS and see if that solves the problem.
If instead there is already check mark there for GS, then GS may not have installed correctly.
Remove the check mark, exit and restart Steam, go to Downloads and complete any Civ VI downloads that are pending, then reboot your computer. Then proceed as above to re-enable GS and re-download it. This will hopefully reinstall GS correctly.
What did work finally was a comment I found from another post to delete the mods.sqlite from the doc folder. Crashed the first time after I did it, but the second time it ran a first time setup process and corrected the issue.
