All the other things that were black and requiring population were explained by the first post here, specialy districts need 3 people. But an aqueduct is not a specialty district. A "non-specialty district" require only 1 person and that's what makes it different from "specialty district"? I mean you have to have 1 person to build the aqueduct. A population of 1 is required, or there would be no city.
The city had a population of 18 or 20, and all spots on the city map where checked silver, meaning there were people working them. Maybe it was telling me I had to have another person to run it? But nah, that seems too complicated, I don't think the AI does that. I think it will build it if there is a city there and there is a build screen with "aqueduct" listed to be built.
I don't know what all that ♥♥♥♥ is about. I uninstalled the game, and re-installed the game with only 1 mod "special reports", that gives me a drop down list of all my units and takes me to them when I select it. I'll build the aqueduct the very first time it appears. I waited until lat in the game because I needed to keep building troops. At war with 2 factions, and then ♥♥♥♥♥♥♥ Barbarians showed up with "mechanized infantry" in 1788 A.D.
It won't happen again if I can build it as soon as it lets me.
Aqueducts are less expensive than Neighborhoods and if the city has no water then it's +4 which is decent enough. And in GS aqueducts give +2 adjacency to IZ which is excellent, and prevents food loss from drought which is meh.
The Roman Bath unique district should basically be in every city since it's incredible.
