why does the population requirement for aquaduct keep rising?
Aquaduct is not constructible in my Capitol. It said I need a poplation of 14 to build it an hour ago. I just checked it and now it says I need a population of 16 before I can build it.

I looked up Aquaduct Civilization VI with Google and it says "Aquaduct does not depend on population".

What is happening?

One of your mods is messing with you, because aqueducts don't need any population level.

The only mod I have came with the game automatically. The Aztec empire mod. Was there when I downloaded the game from Steam.

Oh, I take that back...i have 2 other mods. AI+ and Better Reports. Disabling them didn't change anything in the game though, except I can't get a list of all my units on a screen and I have to search all the continents to find everything I have. Can't deal with that.

But I just checked a different city, and it is telling me I need a population of 13 to build the Aquaduct.

I'm guessing AI+ cannot be disabled for a running game, that would crash it.
So you need to disable it, then start a new game, then check if the problem persists.

Encampment requires a population of 7?
"encampment" is black, meaning I cannot select it to build, and itt tells me I must have a population of 7. The city is 5, but I'm pretty sure you don't need any population number to build an encampment.

Another city at 18 population, but it says "Aquaduct requires a population of 22 to be built"

I have 2 mods. One calleed AI+ and one called Better Reports. I've disabled both, but it didn't change anything.

There are population requirements for districts.

"Districts are unlocked through Technology and are limited by population, requiring 3 Citizens per district (1 Citizens allows 1 Districts, 4 allow 2, 7 allow 3, etc.). "

Oh, ok thanks :)

I didn't see that explained to me anywhere and I just expected everything to automatically make sense since I played tons of Civ 1, Civnet, Civ 3 and Civ 5.

3 people for every district. That DOES make sense :)

There's nothing special about encampments. You need 7 pop to build a 3rd district. I don't think aqueducts or neighborhoods count.

Aqueducts and Neighborhoods aren't specialty districts, and so don't increase the population requirements nor need them, as that would defeat the purpose.

Also note that Germany gets one more district at each level than other civs.

Hmm...I just reloaded from the save to look at it again, but it's still telling I need population of 22 to build and aqueduct in that city. And in another game it's telling me I need 7 to build an encampment. I don't know what that is about. The page on the web said "aqueduct" is not specialty district and population shouldn't be required. But I'm looking at it, Aqueduct is black, when I scroll over it, it says I need a population of 22.

I disabled both of the mods I had and unsubscribed to them, and even turned off the Aztec mod that came free with the game and started a new game.

That could just be a tool-tip error and you can't build an aqueduct for some other reason (such as there not being a valid province to do so).

Well, that was the first thing I tried. Thee was nowhere to build it, it said it must be adjacent to a river or a mountain, I had a mountain there, but the plot adjacent to it was a farm, so I destroyed the farm so I could put an aqueduct there, but then it just kept raising the number population I needed and would't let me click on the spot, because I couldn't select the aqueduct.

i guess it has to be a bug. Oh well.

As stated in the other thread, your mods are screwing it up.

As stated in the previous paragraph, I turned them all off, disabled them, unsubuscribed to them and started a new game.

Mods aren't screwing it up...there are no mods.

Then either your install is corrupted or the mods didn't uninstall correctly, because aqueducts don't have a population requirement. Try verifying game files.
