How to manually install mods?

I've been trying to manually instal Civ Blitz civs but I have not been able to get it to work.

From what I've found online, your either supposed to unzip your mod into your mods folder under Steam/Steamapps/Common/Civ6/Mods folder, which doesn't exist for the steam version, or there's the Workshop folder for civ 6, under Steam/Steamapps/Workshop/Content/289070 which holds all of your workshop subscriptions. I've tried just unzipping them directly into the 289070 folder as well as making a folder in that folder, but neither has made the mod appear in my in game addition content mods screen.

Do I need to just try and upload the mod to the Civ 6 Workshop or is there a way to manually install this?

You need to manually unzip to the My Documents/My Games/Sid Meier's Civilization V/Mods/ folder
Then start the game again and enable it in the Mods part of the game.
