Cannot play gathering storm due to bad "ruleset"
I can't play this new expansion I paid 40 dollars for. I downloaded the game and the game booted up. I get the new title screen for gathering storm. Under "create a game" the selected ruleset is "gathering storm" but the choose Civ is greyed out. I cannot interact with it. I cannot chose ANY civs as "random" is the only selected civ and I cannot access the menu to choose civs. I can add AI but I cannot select anything. It is stuck at random. When the game tries to boot with all randoms, it crashes to desktop.

The Rise and Fall expansion did not have this problem and if I select rise and fall ruleset, I can play a normal game. The base game does not have this problem.

Steps taken:

1: I verified my game twice. Both came up 100% valid
2: deleted and redownloaded CIV 6

Other data:

When the new launcher was released, it won't work for me. The launcher will open a copy of itself and steam will ask if it is alright. When I say yes, the launcher will close and another launcher will open up. I once did this cycle 20 times and the game never loaded. This happened before I got any DLC. I solved this by enabling legacy access to avoid the broken launcher.

My System:

Windows 10 pro with all current updates and updated drivers (including graphics card)
16 gigs DDR3 RAM
Geforce GTX 1050 TI
Intel core I7-3770 3.40 GHz 4 cores

Please help me if you can.

You could try deleting your Mods.sqlite file. That sometimes fixes problems with DLC. Also, make sure no mods are enabled and you don't load a saved config.

I just deleted the Mods.sqlite file and I'm re-verifing. I don't have any mods enabled.

That did not work. However the gathering storm dlc is called

"LOC-Expansion2_MOD_TITLE"

and shows up as community created content. When I disable it, the gathering storm ruleset vanishes but the background is of the gathering storm. The game plays like normal rise and fall. The screenshot is publically visable on my profile.
When I filter Additional Content by Community Content (as you have in your screenshot) the list is empty. When I include official content then I have the three items you have in your list (and other things), but displayed properly:
Expansion: Gathering Storm Multiplayer Scenario: War Machine Scenario: The Black Death

So, something is definitely broken. When you say you enabled legacy access to avoid the launcher, can you be very specific about exactly how you did that? The point of that is in case something about how you did it has caused the problem you are experiencing.

So I went to steam and under "Betas" I typed in "ineedlegacyaccess". That made my game "legacy" so I can launch the game without the launcher which is helplessly broken for me. I never edited the game files themselves.

Also I downloaded the game once before and redownloaded it. I also redownloaded the DLC twice (by de-selecting in on steam and then re-selecting it). I uninstalled the game again and I am redownloading now.
I recommend a different way around the launcher, in case the "legacy access" also means the game in not updating to the latest version (which would be required for Gathering Storm to work. I use the solution mentioned in this thread ( https://steamcommunity.com/app/289070/discussions/0/3216031607487249029/ ) and it causes no issues.

Just to be sure that everything is clean and fresh (ie no old attempts to fix this problem are interfering with the new approach), I would recommend completely reinstalling the game, like this:

1) Exit Civ VI.
2) Unsubscribe to any Civ VI content you have subscribed to in the workshop.
3) Right-click on Civ VI in your Steam Library, choose properties, go to the "Betas" tab, use the drop-down menu to select "None - Opt out of all beta programs", and clear out any text in the access code field.
4) Uninstall Civ VI through Steam.
5) Exit Steam.
6) Delete the game folders ("...\steamapps\common\Sid Meier's Civilization VI" and "...\Documents\My Games\Sid Meier's Civilization VI").
7) Reboot.
8) Restart Steam.
9) Reinstall Civ VI through Steam.
10) Right-click Civ VI in your Steam library, choose properties, click "Set Launch Options", and enter the launch string (adjusted for your computer) as described in the thread I linked above. Make sure to use the version that corresponds to the version of DX you are using.

At that point you should have installed a clean copy of the latest version of the game, and when you launch the game the launcher should never appear.
did anyone remediate this issue? i am currently having a similar issue and am currently crown sourcing ideas.

Maybe deleting your civ user folder combined with the steps described by tempest.of.emptiness, your civ user folder is at C:\Users\username\Documents\My Games\Sid Meier's Civilization VI or C:\Users\username\OneDrive\Documents\My Games\Sid Meier's Civilization VI if you use OneDrive synced with the documents folder on Windows 10.

The issue here is that you need to skip the launcher, and to do that, you need to play on an earlier version of the game, however, this earlier version does not support GS.
I found a way to skip the launcher in the current version of the game:
1. Go to Steam
2. Right click
3. Click "properties"
4. Click "set launch options"
5. Type the following, with the quotes and %command%:
"D:\Steam\steamapps\common\Sid Meier's Civilization VI\Base\Binaries\Win64Steam\CivilizationVI.exe" %command%
Replace what is inside the quotes with your path to the Civ6 executable, you can find it in the properties menu, local files tab and click "browse local files", then just navigate to Base\Binaries\Win64 Steam. Copy the path and add \CivilizationVI.exe for DX 11 or \CivilizationCI_DX12 for DX 12. So if you got C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization VI\Base\Binaries\Win64Steam and you want DX 11, the launch options should be:
"C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization VI\Base\Binaries\Win64Steam\CivilizationVI.exe" %command%

But before you do any of that, you need to opt out of all "betas", which will download the current version of the game.
