Aircraft consumes aluminum, tanks (and human infantry for whatever f-ing reason) consume oil, battleships consume coal and the giant death robot consume uranium.
Since your case is aluminum, let's talk about that.
Each mine provides I think two or three points of aluminum per turn.
So let's say you have only one mine (cos this game is stingy) that gives you +3 aluminum per turn, that means you can have up to two aircraft if you wanna keep accumulating more aluminum, if you have 3 aircraft you'll stop acumulating but you won't lose any more, if you have more than 3 you'll start losing alumium because you're consuming more than you're generating.
That means your aircraft will be less powerful and you won't be able to heal them because healing resource-consuming units uses up the reserves you have.
Then that means the UI can't accomodate everything on the top bar and some icons ended up hidden.
Look for a "⊕" icon somewhere near where the strategic resources are and hover your mouse over it.
