Bug: No Wildcard Policy available > game cannot go on after government switch

The title says it all: I researched political philosophy straight away, with (yet) no wildcard policy available for my civ. When I switched government, I am stuck: the game expects me to fill ALL policy slots, which I cannot do. Therefore, I am stuck at the greyed out "assign all policies" button in the government menue and the "fill policy slot" marker in the lower right in the main game.

Sadly, this game cannot go on.

In the wildcard slots you can put any policy... so just put another policy there.

Same problem here. One policy slot available, but no way to move policies in-or-out. Game stuck and unplayable.

I've got the problem too, this is damn annoying. Wildcard is there alongside the policy change. can't assign a new policy, can't move onto the new turn. I hit this issue when I used a Great Person to gain an additional Economic Slot. I was unable to select a new policy and ended up stuck in my game.

So, I just did some testing, and I believe it takes into account how much gold you have stored. I needed 640 gold in order to manually change policies, and as soon as I had that, I was able to use my Great Person and select a new Economic slot. Unfortunately, this workaround may not help every game that is stuck if you're in an unavoidable policy change situation.

same for me, very frustrating. Thanks for shift+enter workaround. that worked. On next go the economic cards were no longer greyed out.
