A bug regarding amenities & luxury goods

any of you got this bug ?
suddenly in the very late stage of the game
my amenities from luxuy suddenly going 0
all of them gone...
even though i have certain luxuy goods aroung my cities.. they still appear as zero.. and now my cities start to revolting .... zzz

In civ 6 luxuries only provide up to 4 or 6 amenities and they are automatically distributed between the cities that need them the most. if you click on the view report button in the top center of the screen and go to city you can check what amenaties your cities have..

If you look at your worst city happiness wise (meaning it needs the amenaties the most) then you will see the amenaties added there.
