Naval units teleporting into landlocked cities?

Had a destroyer and missile cruiser armada go missing. Found them in two seperate landlocked cities on different continents. Explaination?

I think they get sent to one of your cities if they're in a city that you liberate or raze.
Obviously they shouldn't be going to a landlocked city though.

I didn't liberate or raze a city though. I was moving them through the ocean when they disappeared.

This also happened to me. I warred with France and to negotiate peace, they gave me all their land except one city. Now every time they make a demand, a random missile cruiser armada teleports to the middle of a landlocked city (which used to be owned by France). If you delete the unit, another will teleport if France makes another trade request or demand. WTH?
