Same thing happened to me, I had to go in to the additional content menu and re-enable most of my DLC
This. I am currently in the exact same boat.
This method did not work for me at all. Nor did uninstalling the entire game, and then reinstalling it.
Have you tried removing the entire civ folder in Documents/MyGames/CivilizationVI
After that, my DLC civs showed up.
Otherwise, remove the file documents\my games\Sid Meier's Civilization VI\Mods.sqlite - that manages DLC as well as mods, and forcing the game to resolve it may sort things out.
The content is not listed at all under the "Additional Content" menu. Disabled all, and then renabled, with negative results.
I then removed the entire folder from documents\my games, and restarted the game. Again, this gave me negative results.

So it appears to not be installed, although it is listed in the Steam Library as being so.
Oh, and you're on Windows, right?
Yes, I've tried unticking and then ticking in the DLC library; negative results.
And I'm on Win10
