DX12 with WIndows 7?
Is there a way to utilize (access) DX12 using Windows 7, if one has a graphics card which has DX12 capability?

Download Windows 10. It is much better than widows 7 and the upgrade is free.

Technically, it's no longer free. But there's a loophole big enough to drive a truck through that still allows the free upgrade. MS probably won't complain much about people exploiting it, since they REALLY want everyone off WinXP/7/8

If you have a multiboot sytem, say Windows 7 and Windows 8 or XP, once you upgrade one of them to Windows 10, it becomes difficult to boot the old non upgraded Windows version, although it is supposed to be possible, but they do not make it easy. I waited to May of this year to do the upgrade to 10 and everything seems to be working ok with Steam and all of my games including Civ VI (I am not counting any problems due to the Civ VI program itself, only problems with 10 running it, I have had a few freeze lockups on saving/leaving the game, but not many or often).
