Then it told me:
"the program can't start because d3d12.dll is missing from your computer. Try reinstalling the program to fix this problem."
but the thing is I've already un-installed and re-installed 3 times now
Okay, in that case I have a suggestion for how to try to fix this problem, and also avoid future problems. There are many steps, please follow them in order:
1) In Steam, click on your username on the top bar (jtownson1001). This will take you to your activity page, and on the right there will be a list of other pages you can go to. Find "My Workshop" and click on that. This will take you to a page showing all of the Workshop Items you have subscribed to. This page is probably empty, and if so says "No matching files were found for jtownson1001." If so, continue to step 2 below. If not - if there are any workshop items listed here - unsubscribe from all of them. When you are done you should see the "No matching files..." message and can continue to the next step.
2) In Steam, click on "Library" on the top bar. This will take you to a list of all of your games (which should only be Civilization VI). Right-click on Civilization VI in the list, and choose "Uninstall" from the menu that pops up. Once this is complete, Civilization VI will still be listed as a game you own in the Library page, but it will be in dark gray text to indicate that it is not installed.
3) Exit Steam. One way to do this is to click "Steam" at the very upper-left of the Steam window and then choose "Exit" from the menu that drops down.
4) Uninstall Steam. To do this, go to Control Panel and click on "Uninstall a Program" or "Programs and Features", then search the list for "Steam", single-click it to select it, then click "Uninstall" at the top of the list to uninstall Steam. Since you are using Windows 8, there are a variety of ways to get to Control Panel, but only some of them work depending on what mode you are in (desktop vs app view). If you do not know how to get to control panel on your computer, then I would recommend that you do an internet search for "windows 8 control panel", and read some articles until you find one that can guide you though the process.
5) Find the folder "Sid Meier's Civilization VI" on your computer and delete it. This folder is located in the "My Games" folder, which is usually in the "My Documents" folder. So, to do this you would usually open "My Documents", double-click on "My Games" to open it, find "Sid Meier's Civilization VI" in the contents of that folder, right-click on it, and choose "Delete" from the menu that pops up.
6) Reboot your computer.
7) Refer to A Note for Windows 8 Users and make sure that Windows 8 is updated properly.
8) Reinstall Steam. One way to do this is to go to store.steampowered.com and click the "Install Steam" button at the top of the page. Do not install Steam to the default location! This is very important. You must change the install location so that it is not inside the "Program Files" or "Program Files (x86)" folders. I recommend that you install Steam into a "Games" folder; so, for example, if you are going to install Steam to your C drive, you would change the install location to "C:\Games".
9) Launch Steam, click on "Library" at the top of the window, right-click on Civilization VI, and choose "Install Game". This should install Civilization VI and all of your DLC (if you have any).
10) Click on Civilization VI in the library (which should be in white text now, because it is installed), and on the page look for the DLC section (in the middle, not on the list on the right). If you have any DLC they will be listed there, and if they are installed there will be a check-mark in the box, and the word "Installed". If you have any items listed there that do not say "Installed", put a check-mark in the box, which should queue them for installation. If you exit Steam and then restart it, they should install - but if not, then click on "Library" at the top of the Steam window and click on "Downloads" in the menu that drops down. From that page you should be able to manually start the download (ie installation) of any DLC that were not installed.
11) Right-click on Civilization VI in the library, click on "Properties" in the menu that pops up, click on the "Local Files" tab, then click the "Verify Integrity of Game Files". This process should ensure that all of the game files are installed correctely and not corrupted.
12) Launch the game. If it works, then your problem is solved and you don't need to do anything else. You do not need to complete step #13. If the game still will not launch, however, then continue to step 13.
13) Right-click on Civilization VI in your Steam Library, and choose "Properties" from the list that pops up. Click on the "Set Launch Options" button, and in the text field you will need to enter a path to one of the game files, to bypass the game launcher (which sometimes does not work correctly). The exact path will depend on where you installed Steam. If you installed Steam to "C:\Games", for example, then you would enter this text into that field:
(Edit: The way the forum displays this is potentially confusing. When you enter this text it should all be on one line - there is only one line available - and there are spaces between the words in "Sid Meier's Civilization VI", and a space between the second quotation mark and the first percent symbol. There should not be any other spaces.)
If Steam is installed in some other location, then you will need to alter the path to reflect that different location. Make sure you include the quotation marks, and that they are in the locations shown in my example.
Once the correct text is entered into the field, click "Okay", then click "Close" on the Properties window. Then try launching the game again; this should launch the game directly, bypassing the launcher, and if the launcher was preventing the game from working correctly then your problem should be fixed.

Ideally, this will have solved your problem and also helped you avoid some future problems with this or other games. If you have any questions about the process, either before you begin or during it, please ask. It is better to ask a question before you attempt a step than to do it wrong and ask how to undo the mistake afterwards.
In other words, you can indeed not run Civ6 on that system...
Edit: I checked the model and brand online, it's giving me that you have an integrated Intel GMA 950 as GPU. That's nowhere near powerful enough to run this game...
(If you end up doing Step #13 in my list above, bypassing the launcher, then the example I have given will take you directly into the DX11 version of the game.)
So, definitely, a hardware upgrade would be required before even attempting any of the process I described.
As a side note, if you are upgrading or buying a new computer, I would recommend that you try to meet the recommended specifications for the game instead of just the minimum specifications. The game will run if you meet the minimum, but your experience with it may not be particularly good because of mediocre performance.
And thus a new motherboard. Which implies you need not only more RAM, but new RAM.
Remembering the Compaq cases from back then, you'll also need a new case, since you probably have very little wiggle room to work with your current case.
In other words, you need a new PC...
