The tactic is also probably not a good one, since A) the Rock Band is then not actually performing, which means that the owning civ is effectively paying tourism to block your tile, and B) most tiles on which you would redeem a great person are interchangeable. For example, great works can be relocated, so for example unless every possible tile that can hold a great work of music is blocked the effect is similar to having none of them blocked.
There are some great people that you might want or need to redeem in a very specific place, and if the enemy can anticipate that then they can inconvenience you. In that case you may elect to redeem on an alternate location or else wait for the open borders to expire before redeeming the unit in your preferred location.

Aside from workaround, I agree that this is an undesirable situation. Personally, I would prefer a change to the game so that if a friendly unit is in your territory and you attempt to move one of your units into the space occupied by that friendly unit, instead of being blocked from the move, the game would eject the friendly unit to a nearby valid space and allow your unit to enter the tile you desire. This would resolve the problem you describe and many other similar situations where a friendly unit in your territory can potentially cause a huge and lingering inconvenience.
