Speaking of, sshleckson's issue was that he couldn't progress past the launcher.
I, on the other hand, don't get a launcher at all, it jsut skips straight to the game after the steam version selector.
I also still have these files in the additional content as community created content rather than expansions.

But that is the launcher! If you can select between dx11 and dx12, you are getting it.
Those ARE the expansion! This stems from not having proper read and write permissions to the assets. There are multiple ways this can happen. Currently the most common solutions are to set Windows Defender exceptions for the "Sid Meier's Civilization VI" folder, in both these locations:
[drive]:\Users\[user name]\Documents\my games\
[Steam Folder]\steamapps\common\
and additionally, disabling all other anti-virus, and running Steam in administrator mode (as in right click on executable, select "run in administrator mode").
If this does not work for you, we can go through the other ways in which you can have lost permission to read/write in those two folders, but those are detailed in the link I provided, as methods that did not work for schleckson.
This is what appears when choosing to play Civ VI, no dedicated Launcher.
And yeah, I know those are the expansions, but they appear as community created content authored by Firaxis rather than shwoing up as official expansions ala Expansion: Rise and Fall.

I've already set these folders as Windows Defender excluded, and also tried the game with Windows Defender disabled (since I have no other anti-virus), and I've run both Steam and the game itself (through C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization VI\Base\Binaries\Win64Steam) in admin mode to no avail.
The folders are set to Read-only, but they keep reverting to Read-only automatically.
I am set as the Owner of the folders though, and I have full permissions over the folders and child directories.
Thanks for the suggestions anyway though, even if it ended up being a lot simpler than that.
In the end what worked for you, is what schleckson said in post #34 worked for him. It's not the selected solution, so there is some lack of clarity there to be sure. I'll add that to my response if someone else posts with the same problems.
