Buying Districts with Faith does not work

One of the changes in Gathering Storm was the promotion tree for the Governors, I have Moksha/The Cardinal with the "Divine Architect" promotion, which is supposed to allow the Governor to purchase city districts with Faith, For some reason, it doesnt seem to work. Anyone else having this problem>

Works fine for me. Remember you still need the normal district slots based on city population.

Unfortunately, the district slot does not appear to be the issue. I have moved him to multiple cities in the game. All have the necessary slot and will let me build a district with production, but not buy with faith.

Just for the sake of clarity, when you try to make this purchase, you do actually wait the turns it takes for the governor to arrive - and not just appear and apply loyalty bonus?

I can't buy them either. No matter where he is, no matter district slots or not.

Ok I will revive this because this happend to me too in one new game but not another game I was playing. So my question are.

Do you have any mods installed?
How long did you play before noticing you coulden't but district with Moksha?
