Game refusing to start due to mods not working even when all mods are disabled
I started by disabling all the non updated mods and that didn't work. Then I disabled all but a few select mods. This also did not work. Finally, I disabled all of my mods and the still game refuses to start due to mods. Is there some way to fix this? Is this an issue anyone else has run into?

The game not starting is not necessarily due to mods, but there is a way to find out if it is, and to fix it at the same time. Here is how.

I am on Win7 so this might not be entirely accurate folder paths if you are on 8 or 10, but try anyway.

Unsubscibe from all mods.

Uninstall Civ6.

Exit Steam.

Go to [drive]:\Users\[user name]\Documents\my games\
- Delete the Sid Meier's Civilization VI folder.

Go to [Steam Folder]\steamapps\common\
- Delete the Sid Meier's Civilization VI folder.

All mods content and all files should be gone now.

Start Steam. Reinstall. Start game. Exit from main menu. Verify files.

See if that works now, without touching any mods at all.

That should be a clean install.

It's early days for modders. There might be issues with some of them, even if the has been work done to make them compatible.

I will try this and let you know if it works, so thank you for your reply :) point of clarification for those trying to see if this is the same issue that they are having: I can run the game and get through the menus, but as soon as I try to start a new game I get a pop-up claiming mods are preventing the new game from starting and prompting me to go to mod management, even with all mods disabled.

I see why you would suspect mods. The game is telling you to.

I decided to try just killing the mods folder and validating the install before taking the extra time to go full on nuclear on the entire install for Civ VI and that worked for me. Some mods still cause the hangup when starting new games but at least I can get a game started now

You are welcome. There have been several issues with mods not properly uninstalling after the update, even though they say they are. And thus remnant files remain and mess up the game. The above method is time consuming, but it should be complete. If you get any more issues, give it a try. Otherwise, enjoy!
Don't tell people to uninstall and reinstall. There's a modile. Sql something under the user folders, delete that, verify steam files and just untick every mod.

Much easier and quicker

But does not fix all issue, so easier, but worse.
What issues doesn't it fix?

Several. There are mutliple crash issues. There are issue with the world congress. Issues with assets loading improperly.

Mate, deleting the mod lite file and verifying takes care of everything.

Deleting Mods.sqlite will fix issues caused by that file being messed up. There's a few symptoms of that, including the game misbehaving once launched, mods not loading properly, missing DLC, and so on. But if the problem isn't related to that - and many aren't - it won't help.

Yeah but that's why said also said to verify steam game files after doing that.

So you'll hopefully clear any problems with mods, and the verify will pick up corrupted files.
