Report a translation problem
I am on Win7 so this might not be entirely accurate folder paths if you are on 8 or 10, but try anyway.
Unsubscibe from all mods.
Uninstall Civ6.
Exit Steam.
Go to [drive]:\Users\[user name]\Documents\my games\
- Delete the Sid Meier's Civilization VI folder.
Go to [Steam Folder]\steamapps\common\
- Delete the Sid Meier's Civilization VI folder.
All mods content and all files should be gone now.
Start Steam. Reinstall. Start game. Exit from main menu. Verify files.
See if that works now, without touching any mods at all.
That should be a clean install.
It's early days for modders. There might be issues with some of them, even if the has been work done to make them compatible.
I decided to try just killing the mods folder and validating the install before taking the extra time to go full on nuclear on the entire install for Civ VI and that worked for me. Some mods still cause the hangup when starting new games but at least I can get a game started now

But does not fix all issue, so easier, but worse.
Yeah but that's why said also said to verify steam game files after doing that.
So you'll hopefully clear any problems with mods, and the verify will pick up corrupted files.
