Manage Citizens Issue

Hey Everyone,
My wife and I both bought Civ 6, and are both having the same problem with the Manage Citizens tab.
Anytime we select a new tile for a citizen to work, we get kicked out of the Manage Citizens Tab, and need to select it again, to make any additional changes. I don't know if we are using the wrong key command (left mouse click) and I'm curious if we need to Hold Alt, or Ctrl or some sort of mix of keys to stay in the Manage Citizens Mode.
