Also try downloading a new graphics driver for your graphic's card if you are using one.
When you want to reset the graphics options, easiest to do that is to delete these files from My Documents/My Games:
If you want to reset all options, also delete these files from the same folder:
After that, verify game files using the Steam client and then launch the game again.
My best bet on the reason for this, is Windows changes and/or MS pushing harder and harder to have all your files on OneDrive, which means it will mess with locked files like settings.
Anyway, they have moved.
Open Windows explorer and put this in the address bar:
Hit enter, and there are your config files. The rest of the solution remains the same. The actual files have not changed.
Did anyone find another solution to this issue? :)
I am also having this issue and have tried the workaround solution and deleted the files.

Since they now announced monthly challenges, this mod will make sure one does not have access to that. I'd rather opt for the version where you find out which mod is causing the menu disappear and resolve that.
I tried this but for me it doesnt work. Still invisible Menu.
Has anyone figured out how to access these files on the steam deck??
