Is "Red Shell" still buried in Civ 6?

With the 2018 Christmas sale still going on, I'm considering Civ 6 and it add-ons at about $20.

1. Can anyone confirm that the "red Shell" skyware has been returned for the game and its mods?
2. If Red Shell still exists, is there a way for me to remove it myself?

3. I use WebRoot as my antivirus program. Will WebRoot nullify Red Shell?
