Rise and Fall Crashes to Desktop (with all settings to recreate)

Downloaded and installed the "Rise and Fall" DLC this morning into my Steam Version of CIV VI. Attempted to play but the game keeps crashing back to the Steam Client. Here are the step-by-step things I did that caused the crash with all my relevant game settings in order to re-create the crash.

System: Windows 10 64 bit with all updates. Civ VI Steam Version. Hardware: 32GB RAM and Nvida 1080 graphics card.

Actions:
1. Click "Play Sid Meier's Civ VI"
2. Click "Continue"
3. Click "Single Player"
4. Click "Create Game"
5. Click "Advanced Setup" with following options chosen

Players:
Teddy Roosevelt (Human)
Chandragupta: AI
Genghis Khan: AI
Lautaro: AI
Poundmaker: AI
Robert the Bruce: AI
Seondeok: AI
Tamar: AI
Wilhelmina: AI
Frederick Barbarossa: AI

Map Options:
Game Difficulty: King
Start Era: Ancient Era
Game Speed: Standard
Map: Continents
Map Size: Standard
Resources: Abundant
World Age: Satbdard
Start Position: Standard
Temperature: Standard
Rainfall: Standard
Sea Level: Standard

Victory Conditions:
All but "Domination Victory" unchecked

Advanced Options:
No Duplicate Leaders: Checked
No Barbarians: Checked
No Teams: Unchecked
No Tribal Villages: Unchecked
Teams Share Visibility: Checked
Game Random Seed: 902931224
Map Random Seed: 902931225

6. Click "Start Game"

Result: After a few seconds game Crashes back to Steam and displays "Firaxis Crash Reporter"

NOTE: Current DLCs installed and running

All community content is disabled

Note: Until this DLC Civ VI loaded and played normally using the same setting.

Disable ALL MODS

DO NOT load configuration or that will re-enable mods and crash the game

I did EVERYTHING that was stated in that forum post you gave a link to and it still crashed to the Steam client exactly as it did before.

I finally tracked down the problem causing the crashes and was able to get the new Rise and Fall expansion to load and play. The problem appears to be in one of the official DLC content items, although I don't have the time to try and figure out which specific one is causing the crash.

The fix I used was to disable ALL official content items (DLC) except for the Rise and Fall DLC expansion.

I am NOT happy about not being able to use all the other DLCs I have bought and paid for in order to play this new expansion

Please fix this problem ASAP!

Yeah, I can't get mine to run at all either. It was working just fine but can't make any new games even when disabling all content. That seems, annoying to say the least.

Last night it seemed to work. I followed the advice of Satoru and I also verified the game in Steam. It worked after that (it had to redownload some files too).

I confirm that. I tried disabling each mode one by one with no luck. I disabled official content everything ok!

I enabled again the official content the game won't start new games. The problem for me is one of the scenario packs or all of them!.

I left enabled only the two dlcs with civillizations (Australia, Persia, Macedon) the R&F expansion and the Vikings content dlc. Game works fine all mods enabled! (17 mods enabled).

If i enable the scenario packs the game won't start new games. I just didn't bother trying to find out which scenario pack is the problem because i don't play them anyway so i left them disabled.
