Report a translation problem
1) disable all community content
2) rename the My Documents/My Games/Sid Meier's Civilization VI/ folder to something else
3) verify game files
Then start a new game.

It didn't work.
One note: I don't know how to "disable community content". I didn't install any mod for this game. I double checked in the subscribed items. It was empty.
Another note: I have uninstalled and reinstalled the game twice (once last year and once just now for the expansion). So Verify Game File is the first thing I do when I have an issue with a game on Steam. I have solved dozens of gaming related problems over the years by going on forums, so I always try this kind of things. I also Disabled Steam Overlay and added an exception in Windows Defender.
Refer to the sticky on disabling all mods and deleting teh mod database
Also remove any mods you may hvae installed manually

It didn't work either.
This problem started prior to Rise and Fall. But it's good to know that I've disabled the mods.
2) manually run all the redistributables (vcredist, dxdiag) and reboot
3) update your video drivers
