He's talking about if you try to scroll with the top of the screen you can't. You have to go below that UI bar then it moves, if you try to go to edge of screen it does nothing.
I tried it again last night to see if they worked it out, I ended up turning it off again because I dont like it.
I really dont know if its a bug or its intentional. I thought maybe they did that so if you wanted to look at strategic goods it wouldn't scroll, then I said that wouldnt make sense.
That needs worked out or fixed and add in Production Queue.
How hard can it be to get this right?
Once you know that the map will not scroll while you are over the UI it is fairly trivial to position the pointer where you need to so that the map will scroll...ymmv depending on your dexterity and the input device you use (on a touchpad it probably isn't exactly a trivial accomplishment). If your particular situation makes edge scrolling impossible or intolerably inconvenient then there are a number of other ways to natigate around the map; it is likely that at least one of them will serve as an adequate replacement for edge scrolling.
