can't skip turn
Sometimes, when my turns come up, I MUST MOVE an icon. I can't just leave it in the space it's in, I have to move. I'll sit there all day hitting space bar (for skip turn), but nothign happens. I have to use movement points up to advance to the next turn. For other units, I can just skip the turn and leave them there. But sometimes i'm not allowed to skip a turn, I must use movement points.

I don't understand this.

Is the unit on a space that is for some reason invalid (like sharing a tile with another unit in the same category)?

No. It's 1 unit sitting by itself on a tile. It can be any and every kind of tile, but hitting the skip turn button, the space button, will not advance past the unit. You have to use up it's turns to make it move to another unit, therefor ending the turn. THERE ARE NOT 2 units on the same tile, and i'm not moving them in the same direction. The tile is valid for every other unit, and I can move back and out of it like normal. It's just sometimes, the refuses to obey skip turn.

I'm thinking it's some kind of bug, but it could also be something I just don't understand. But it seems simple enough, I think it's a bug.

No one else has noticed this behavior?

I've noticed this as well. I've had a number of military units that don't have a skip turn button. I try to set them to sentry and then switch them on the next turn

I think this happens when you put a unit on Alert. When it wakes from Alert, you generally cannot put it back to Alert (since there is a danger nearby).
In that case, skipping would make you lose your fortified bonus, so doesn't make sense either.
Which leaves either fortifying or moving.

I agree btw that this is not obviously communicated through the UI.

nah i've had units act like that without being on alert i just leave them to the end and then use shift+enter to force my turn to end
