Ruhr Valley Oversight/Bug

As you can see from this series of screenshots, the building requirements of Ruhr Valley are not being properly enforced by the game. The Industrial Zone adjacent to the tile determined to be valid for Ruhr Valley is not owned by the same city. As such, I should not be able to build Ruhr Valley in that location as Ruhr Valley states it must be adjacent to an Industrial Zone owned by the city in which you are trying to build it. Please either reword the requirements or fix this mechanic because it does not function in the way the tooltip describes.

Did you try to build it? Maybe the tile automatically gets swapped to the correct city after you build Ruhr Valley. Since you could actually build Ruhr Valley on that tile after you swap the ownership of the tile manually, it seems that the game just makes it one step easier for you.

No, I didn't actually click to build it because I don't want to destroy my rice field. That wouldn't make sense either, though, because I'm trying to build the wonder in Wanuku, the owner of the rice tile. The adjacent Industrial Zone belongs to Chan Chan and you can't swap districts.
