I had this.
Dig up the next artifact with this archaeologist then everything will be normal again. You can complete your turn by pressing Shift + Enter.
Force-ending the turn makes no difference.
What can you do:
1. Delete the archeologist unit, this will make the bug disappear, but you will not get the artifacts
2. Force end turn (Shift + Enter) and go through production, science, culture etc. with supporting buttons. Then move the archeologist to next archeological site, repeat until you find a 'real' artifact to make the bug disappear. It will reappear when you dig out the next 'empty' artifact. Repeat till 3 'real' artifacts are dug out. Additionally this way you will clear the map from artifacts, that prevent you from build anything on those tiles.
Thank you for explaining why this is happening, i.e. "empty" artifacts. I was concerned it was a legitimate bug.
