Report a translation problem
Unfortunately, this did not resolve the problem in either OBS or the nVidia shield. I was running Borderless window though, for the record.
However, when making test recordings in Windowed, Bordered Window, and Fullscreen modes, it occurred to me that maybe the version of DX I was using could be a cause. I was using DirectX 12, so changed in it in the launcher to DirectX 11, and low and behold it fixed the issue in OBS!
Civ Meeting introduction Videos now show up in the recordings as they are in the game. So that's great.
Though that didn't the issue with nVidia Shield not showing the cursor, which I would probably prefer to use if It worked properly!
Thank's for your help anyway,, you may have not given the precise answer, but it did set me on a path to finding a fix. :)
