Cannot build a Oxford University next to a Seowon
Was trying to get a quick Oxford and just curious if this is intentional since the Seowon replaces the Campus.

Are you certain you met the requirements? Oxford has stricter terrain requirements than Great Library (I think it has to be grasslands or plains and not any other type of flat terrain?). Are you also certain that the intended tile was owned by the city?

In other words, as far as I know it should be possible to build Oxford next to a Seowon.
Perhaps post a screenshot of the situation to help determine why it doesn't work?
