Is it possible some enemy stopped movement on that tile for their turn? If so, you can't build anything in that tile while an enemy is there. But you should be able to re-queue that building and it will pick up where it left off.
Big surmise there on my part, but something to think about.
Later, I discovered oil on that tile. The district's already placed, so it should be fine.
Then, I tried to actually build the canal ... nope. It just wouldn't take. Click on that option and build nothing. Queue it up, have it vanish from the queue as soon as it's reached.
I suspect there is a bug somewhere, but it's rare and I have no idea what triggers it.
Did you only place it in the queue, because that is not enough. You need to change it to the top of the queue at least once to get the placement "sound", then it will have marked its spot to be able to build it. Until you hear that sound, it hasn't actually been placed down and just putting it somewhere other than first in the queue does not do that.
Yeah, that does sound buggy then.
