To mitigate Civ 7 loses probably.
I'd say the same reason Civ 5 costs more than civ 6 ATM haha silly

Look at the Anthology edition. It contains everything for Civ 6 for around 31€ and whatever you already own from Civ 6 will then be retracted from that price.
