Venetian Arsenal IS BROKEN (NOT WORKING)

I built the arsenal, PRODUCED ships (I DID NOT BUY I KNOW HOW IT WORKS) and the ships do not double produce! Nothing is working in any city. It will NOT duplicate ships **AT ALL**. IT IS BROKEN DEVS PLEASE FIX THIS BUG!

Note: this only happens in some of my games and I do not know what the difference is.

Two possibilities here for how it can look broken:
- The bonus does not apply to ships you bought with gold/faith. Only ships you actually built get doubled.
- Sometimes it looks like only one ship is produced; if the city has only one valid location for ships to be produced at, both will be produced in the same place and only one icon will show. But when you move one ship, the other will become visible.

I already clearly stated I know how it works and your first option is not the issue. I clearly said PRODUCED.
I moved my ships and nothing new appeared.

UPD: nevermind, it supposed to be any city indeed, I was wrong, played for too long with a mod that nerfs it. In that case I have no idea why arsenal does not work for you

Actually I just completed a privateer, it doubled no problem. Playing as Konge my Vikings are raging across the Archipeligos as the Polar Vortex floods from the north. Brrrr.

Clearly, you're using a Mod then.

I got this bug too and I have no mods installed. Just produced Battleship Armada and it was not copied. I had Great Admiral on the Arsenal tile so could that bug it?

**EDIT** Never mind it was actually copied but in another location

If only you knew how your Mods worked. I wish people's posts on here would have a shred of humility. This guy must be fun at parties.....
