How legal is fanatical? lets say compared to cdkeys? do they both operate on same business model (pretty much reselling some keys?) or fanatical is different? A bit worried that I might lose my account or so (heard it happened to someone buying civ 7 but it was different seller so dunno)

It's third party grey-market.
Most of the time, it's perfectly safe (they buy steam keys during sales, in humble bundles an/or from regions of the world where games are cheaper if there's no regionnal lock) then resell them later when the game is at full price. It's legal as long as you don't have to use a proxy to activate the key. Using a proxy to bypass a regional lock is a violation of the Steam subscriber agreement and you could get your account banned for this.
So yes, let's that 95% of the time, you'll have no problem at all. But the 5% where you'll have a problem, you'll have no way to get refund.
thx for explanation.

bit the bullet with the order. who knows when it goes on sale on steam (knowing my luck, approximately within 24h of me buying it from that fanatical :D).
However, still no key. They need some manual authorization or something like that. Hopefully wont take them long

edit: order got refunded. not sure whats up with that.

What do you do with a key once you get it? I don't see any place to use it. Looks risky to me anyway.

Fantacial is not a 3rd-party grey market, they are an official retailer that sells only authorized keys.

At the top of Steam you click games then "Activate a Product on Steam" You enter the code then the game is then in your library.

I have purchased a bunch of Artifex Mundi games through Fanatical and haven't had a problem. The only issue I have had is that one of my credit unions rejected the purchase ( probably because Fanatical is based out of Italy) but my credit card went through without a hitch.
I buy most of my games from Fanatical and have never had a problem. I've been buying from them for years. They used to be called Bundle Stars, if I remember correctly. I bought this bundle today and it's working with no issues at all.

After you buy a game there, on your purchases screen, there's a button to reveal your steam key. Click on that and then there will be a button to activate it and it will take you to steam to activate the game.

Fanatical is not shady that I can tell. I've been buying from them for years. They used to be Bundle Stars. I've probably bought 30+ games from there and never had any issues at all.
