It has no specific relation to Windows 11 at least.
Both of these are upgrades from Win10 Pro and one of those is an upgrade from Win8.1 Pro. Haven't had any issues all along.
I just discovered a solution that I had yet seen mentioned before and it seems to have worked for me. Don't launch Civ VI from within Steam. Instead, browse to this directory on the drive you have Steam and Civ VI installed: [DRIVE LETTER]:\Steam\SteamApps\common\Sid Meier's Civilization VI\Base\Binaries\Win64Steam. Run CivilizationVI.exe from this directory. It will open Steam but the game itself will launch after a delay. So far, so good.
