I'm trying to gift the anthology to my dad. I go to bundle, add to cart, then i don't have an option to gift the bundle.

This here has a 53% off label. If the anthology currently on sale? Or is that the stuff i already have?

I'm told the Civ6 goes up to 90% off on sales. Is that true?

You can't gift bundles that discount themselves based on what you already own. That's just the way Steam works.

Buy a Steam gift card and give the code to your dad, so he can buy Anthology with his own account next sale. That's the only way it would work.

Hey could also buy a similar bundle on a 3rd party site. (Such as Green Man Gaming or HumbleBundle.) Then give him the Steam codes.
