If you have all other DLC, it's free. If you want a bundle of all existing content, then you want to look into purchasing the Anthology Edition. There's also the Platinum Edition if you don't want to buy everything, but still want the majority of the content. Both bundles discount themselves based on what you already own.
The "Leader Pass" is a collection of the most recent DLC, containing new leaders and nothing else. Some of those leaders are alternate personas for existing leaders - for example, there's a version of Victoria (England) focusing on industry rather than conquest and colonization. Some of them are new leaders for existing civs, like Abraham Lincoln (America).
Yes, the base price is expensive. Civ 6 goes on sale frequently - look for a sale with substantially reduced prices. I bought into the game with the Anthology bundle, at a time when it cost about $30.
Does it ever get in those amounts? the sale?
