Is there a tutorial?
I started what appears to be a new game, and was asked to pick if I'm either "New to Civilization" or "New to Civilization VI". I picked the first option. And was, as far as I can tell, left to my own devices.

Yes, there is a tutorial, that walks you through the early stages of a (one-on-one, easiest difficulty) game. It's kind of janky, though - no way to save, for one thing.

On the main menu, hit the "Tutorial" button.
Also it is only for the base game so bare that in mind. If you want to play GS which is a huge up grade from the base game.

the thing you selected at the start of the game is a in game guide, when you play a normal game (single player only) if you select that you new to civ, it will display a woman talking and explain wahtever a new gameplay mechanic happens, and will give u a buton to click to read more in case you need more info, if you select new to civ 6 it will only talk when a civ 6 mechanics happen, and so on, its not exactly a tutorial, but more like the game explain stuff as you play.

think about it like when you playing the game and you will do a mechanic for the first time like you never jumped before and on the screen it appears "Press A to jump" its more like this but a bit more detailed, or like in skyrim when you will go craft potions the first time you open the screen it gives you a mini tutorial text, its like that. very basic.
