Can't send spies to half the Civs..
Just like the title says, I'm unable to send spies to half the civilizations on the map. And this has been true since I researched spies. I'm now researching mechanized robots... I have the most advanced Civ in the game.

But when I pull up the spy screen half the Civs are not even there. The list just only shows five civilizations out of 11 and then the independent cities.

I am using a few basic mods that are extremely popular. No game changing mods. Just interface stuff like the trading screen and the global relations screen etc. otherwise I am playing the bass version of the game.

Keep in mind that you cannot send spies to civs you are allied with.

AHH!! That's what it is! Thank you. Long time Civ player, but I just got Civ 6 a few weeks ago.
