This, plus you gotta realize the average person buys the game and barely plays it let alone buys DLC for it.

So I play some more and get 3 Medieval era boosts and 2 Renaissance... no achievement.
You’re not mixing eurekas and inspirations?

Based on how this save file triggers, and my playstyle does not, I'm guessing you need to get a couple of these tech boosts while starting the turn, instead of during the turn (I was buying units to get boosts).
You’ll do this easily on a game where you don’t have a good early science opposition. I haven’t played in long time but I think it was for me just a case of trying to get districts earlier via inspiration and eureka. I likely built a few wonders in the capitol to enhance population growth and food from science yield tiles.
Multiple eurekas from great people can give you like +3 eurekas in one turn if what you’re saying is true oh and sometimes they are for the next era.
My guess is like others have mentioned, so many people own this, but don't play it, that it keeps the % low.
