Each of the Secret Societies starts with something like an 80% chance to get them each time you do something that triggers them. I.e., Send an Envoy to a City-State for Owls of Minerva. However, the more players that join that Secret Society, the percentage chance to join goes down a little. You're either having bad luck, or there's several other players who already have Sanguine Pact. I've had several games where I didn't even unlock Owls of Minerva until the Classical or Medieval era. IMO, I prefer Owls of Minerva for almost every Civ. I just think they're a far better choice.
