niter not collected
i was collecting niter but now im not. sent builder there but no option to build niter. why arent i collecting the niter that i apparently already have / definitely had before?

You are friends with a city-state that has this resource within their borders.

If you mouseover the strategic stockpile counter for a given resource (middle of the top navbar by default) it'll give you a generalized accounting of where resources are coming from.

i have this resource in my city. but the builder action button doesnt appear when builder is on the tile. so i must have already built it. and i had it before for a while.

If you can see niter on the map, you should be able to improve it; that just requires a mine. There are only a few reasons you wouldn't be able to improve a niter resource:
- It's not in your territory. That means it's not yours. Claim it, and then you can improve it.
- The tile already has some other improvement on it. Remove that improvement first (bulldozer icon on a builder or engineer) and then you'll be able to mine it.
- You have somehow researched Military Engineering without having the Mining tech, presumably due to weird Babylon shenanigans. Research that tech already; it's really cheap and important.
- It's inside a national park. Since you can't place parks until the Modern era, you should have known about the niter when you created the park. That was a deliberate choice.

As an addendum to the previous post, being the suzerain of Hattusa will also grant you a trickle of strategic resources even if they don't have the stuff in their borders. It's that city-state's unique suzerain ability; if you control them, you have a guaranteed supply of every strategic resource you've revealed.

Hattusa
Cardiff
Auckland
is your mine pillaged? If so, just send a builder there and use the "repair" option.
