Civ VI anthology, new player. All-in ruleset?

Hey, just bought this one. It asks me to choose a ruleset but I don't have an option to choose both Rise and Fall and Gathering Storm.

Is one of these choices including all the rules of Civ VI (which is what I want to do) or I have to choose between them?

I find it utterly ridiculous that one ruleset will exclude the other from the game so I assume that one of the options has all the rules, right? Please tell me it is so.

Gathering storm includes all the mechanics of Rise and Fall. Selecting gathering storm will give you everything.
