Also, can you attack their troops with an adjacent melee unit? If not I have to wonder if there is a bug or a mod involved.
I only use UI mods like Quick Deals or Wonder reminder.
And Vietnam denouced me before war (it was an emergency because i captured another civs city).
So, after making peace I cannot declare any war (surpise war, casus beli) against Vietnam. Guess they will suffer forever or something
The straw I'm going to reach for is this phrase you use, "prompt to attack". Do you mean that box that opens up when you have one of your units selected, and then hover the mouse over a unit or city of another civ? That box doesn't appear when you do this, hover over the enemy unit? Have you tried ordering one of your units to move into a tile occupied by an enemy unit? If so, what happens? Simply not allowed? Do you get that red circle on the tile you are trying to move into, the circle you get if you try to move into a tile you are not allowed to move into?
You mention trying to attack GDRs and enemy cities. Have you tried attacking other types of units?
You're all the way to GDRs in this game. Did this weird behavior only start recently? What about that other civ whose cities you captured to spark the emergency. Did that go normally? Did that civ have GDRs you were able to attack? Or are you unsure because no war up until you captured that other civ's cities?
The behavior when you try these things, and exactly what you mean by "prompt to attack", might give some clue as to what is going on here that might point to one mod in particular. UI mods are generally harmless and don't cause conflicts, but if you have a UI mod that affects the displays you get with combat, that could conceivably be the mod to start the process by disabling that one first and see what happens. Maybe if you list the mods you do have enabled, that might prompt a memory in someone on the forum.
If i tried to move meele unit to tile occupied by Vietnam's units- I was unable to do so, it's blocked and I was not allowed to move there
Same if i tried to move my unit to a tile occupied by vietnamese city center or encampment- blocked
About GDR- Vietnam spammed them, although they mostly attacked my units and pillaged my tiles, only a few times they attacked my cities. Any ranged unit did not see them (I even moved a bunch of jet fighters around GDRs and they still had the option to attack greyed out). The only thing I could do is city ranged attack (6 dmg). And against other civs (Australia, Inca) I had no problem attacking them. I could attack ttheir units, their cities, everything normal during war.

Emergency wars can do some strange things to war/peace states; I had an instance not too long ago where I joined in two emergency wars in the same turn - one with Civ A against Civ B, one with Civ B against Civ A. Both passed, and I ended up with both emergencies active, at war with one civ and at peace with the other - clearing the denounced state in the process. A zero-turn war, over before either side could do anything.
But fundamentally, war is symmetric. If you weren't at war with Vietnam, they weren't at war with you. And that's a no to them pillaging you and attacking your units, or your cities attacking their units.
