While there are almost certainly mods out there that prevent city-states from being razed. they're all going to have the "affects saved games" flag so you can't just plug them in mid-game. Generally, only interface and cosmetic mods that don't affect gameplay can be swapped like that.

to prevent city states from being razed down since the start of a game. It seems to do that job pretty well.
But I have no idea if it's save game friendly (possibly not).
I've never done this so I'm not sure of the mechanics, or whether this can be done from a game in progress, as opposed to copying the seed before the game begins. The big question I don't know the answer to is whether plugging in this mod you seek would change the seed, and therefore this wouldn't help you set up an alternate time line in which Nazca can't be raised, but everything else stays the same.
You could also, of course, load a saved game from before Nazca is razed. If Nazca is halfway across the map you would presumably have to go a very long way back towards turn #1 to change history in a way that lets you prevent the razing. If the CS and Cleopatra are within easy reach of your empire you might not need to go back too far at all to change history.
