Report a translation problem
Set that option to Windowed Full Screen or Windowed (I prefer the former) and you can play around with the resolution.
Sorry if this is long winded but I wanted to make sure I didn't miss anything. Also hoping someone can find a permanent solution with the information here or at least save them the time I wasted trying to find a solution.
Testing Window Modes:
Fullscreen:
Resolution option is available: YES
Can change to 2160p: NO
***Auto changes back to 1440p
***Can change to anything at or below 1440p (which is my monitors native resolution)
***Can change resolution frame rate (144/60hz etc)
Borderless Window:
Resolution option is available: NO
***Greyed out, can’t be selected
Windowed:
Resolution option is available: YES
Can change to 2160p: YES
***Can’t change resolution frame rate (144/60hz etc)
***Trying to change to Borderless Window mode, after setting resolution to 2160p. Resolution is reset to 1440p.
***Trying to change to Fullscreen mode, after setting resolution to 2160p. Resets back to windowed mode, does not stick to Fullscreen mode even when confirm is clicked and a confirm prompt appears.
***As nothing visually changes in the menu I wanted to double check the resolution was actually set to 2160p in the game rather than just appearing that way in the menu. I checked the AppOptions.txt file and the resolution had been correctly changed to 3840x2160p for the “RenderWidth” & “RenderHeight” lines.

Going by the above tests I think windowed mode works but don’t like the window borders.
***Tried to use Borderless Gaming program but the mouse was offset.
***Tried different compatibility settings from exe properties. No change.

Went back through the “AppOptions.txt” file which has most of the players config settings for the game.
*Found “EnableArbitraryWindowSizing” which does “Enables resolutions greater than the current monitor size (use "setres" in the debug console)”
*While game is set to Windowed and 2160p.
***After changing this setting to “1” from “0” the game screen has clipped out of the monitor's screen. I don’t think 2160p was actually being used by the game when it was set in the Windowed mode now. Even tho it should have been, as it showed in the settings and the “AppOptions”, I think this setting was stopping a larger resolution from being used than my monitor’s native size.
*While game is set to Fullscreen and 1440p.
***No change. Still can’t change resolution to 2160p in this mode, even with “EnableArbitraryWindowSizing” enabled. (?)
*While game is set to Borderless Window and 1440p.

So back to windowed mode but with “EnableArbitraryWindowSizing” enabled.
Unsure how to fix the clipped window without setting the resolution to 2160p in the Nvidia control panel? (Window still abit clipped when set to 2160p in the Nvidia control panel)

So back to the original solution to set a dynamic resolution (DL) which is larger than my monitors native resolution.
Change resolution to 2160p in the Nvidia Control Panel before starting the game.
***Change UI Upscaling to 150% to fix UI
***Can now use Borderless Window mode with 2160p
***Game actually uses 2160p
Funnily enough that's exactly what Nvidia's DSR does, squeezes or shrinks a higher resolution down to fit your monitor.
I've found it works really well with older games which don't have any higher graphic settings, So the game can use more of my PC's power to improve the visual quality of a game beyond what the developer could add. It clears things up, sharpens the image and most importantly removes or lowers flickering from badly implemented AA (Anti-Aliasing). Some really old games use FXAA (which is blurry) or smaa (which is alright but doesn't fully solve the problem).

Also this game was released in 2016 i'm pretty sure we had 4K monitors before then.
