4. Depends on number of citizens. If I already have 3, I build a settler as fast as I can. But if I still have 2 citizens (it's pretty rare, but sometimes it happens), I build monument, because some extra culure is always good.
5. Probably another settler or religious district, if I rush religion (you have to buil Holy Site really fast if you play on the Deity lvl)

In cultural I'd go for another scout en 2nd place; in religious Holy site in 3rd place
Second is usually a Settler, but can't always be. Sometimes the city won't have reached 2 population yet. Sometimes I won't be able to keep the early Barb Scout away from my city, and it spawns an uprising. In the case of the first, I'll make a judgement call between a Monument and a Builder. In the case of the second, it will be a Slinger. Also a Slinger in the case of a warmonger civ like Persia or Rome spawning close by.
Third is a lot more situational. If Barbs were the problem, then it will be either a Warrior or another Slinger, depending on what the Barb/Warmonger situation look like. If I didn't do a Settler second, I do it now (barring Barbs/Warmonger). If population is still 2 or more, another Settler. If not, judgement call between a Monument and a Builder.
Conditions vary too greatly from here to give any specific orders. If there's no Barb/Warmonger problem, then my Capitol goes on a Settler spree. Promote Magnus with the promotion that makes Settlers no longer cost population and go to town. As I keep settling cities with those Settlers, I pick a somewhat centralized city with decent production and install Liang there with the Builder charge promotion ASAP. Monuments, Granaries, and where applicable Watermills are priorities. Have to make the choice between Holy Site and Campus, at least 1 city should be founded with that in mind for at least a +4 adjacency. I make sure to look for a good settle location next to a Floodplain, for the express purpose of doing the Aqueduct/Dam/Industrial Zone combo. Bonus points if it's in a central area for the regional effect.
And you forgot to tell us that you play without barbarians? in 90% of all games played on diety the barbarians will come for you unless you somehow managed to kill their scouts before they scout your city. This is highly unlikely since you only have 2 scouts yourself, and they are out scouting. So the barbarians will eat your settler spam.
And in the moment you find out that the AI is hostile, it will allready be to late for you to build military units, since it will be on your border with 5+ warriors rushing for your capital. And your settler or scout can´t protect you against that.
Well it could be that you play with very few AI opponents, then maybe they are to far off. Or you play on some cheesy max speed settings, which will gimp military movement, since in the time you move your army to the enemy it will probably allready be the next era or something.
So either way your withholding vital information about your game settings, or you are not playing on diety, since the AI and barbs will come for you. You need to build military or you die, simple as that.

I also play with barbs and deity, and you have to forward settler but keep them protected to make it worth the while.
You don't necessarily need to build military, especially if playing on fast speed since that protects defenders over aggressors.
Is it a good idea, sure, but you can certainly get lucky and not get assaulted early. But I wouldn't suggest it.
I generally avoid building military until I get the +50% production on military.

3 Slinger / Warrior (i'll also use my gold to buy another slinger at this point usualy)

5 Worker / 2nd settler (depending on my start and the growth of my first city, I like to settle my first three cities quickly, if there are good tiles to grab, then wait for magnus before making other settlers)
Everything after that depends on the AIs around me. It usualy feels safe after upgrading my slinger into archers.
I started playing on Deity recently. (used to be an immortal player), with barbs on. I try to forward settle to discourage the AI from forward settling towards me, and protect the better tiles around me first.
