deity AI also starts with 3 settlers, 5 warriors and 2 builders.
Read through the charts you posted for the ones that say "player" in their title. For example, the +32% science you mentioned specifies "AI Bonus" at the top, while further down in combat and xp scaling you have "Combat Player Bonus", which gives your units +3 strength if you are on Settler. Overall the difficulties are much less impactful in multiplayer than in singleplayer, but it still makes a bit of difference.
You CAN have multiple difficulty setting in the SAME game in MultiPlayer. You can do this even if you are playing MultiPlayer solo. The drop down menu for each CIV that sets the difficulty level can be different for each CIV. So you can have yourself playing on KING difficulty while having other AI CIVs on different Difficulty settings, say Emperor or Prince. I do it all the time in MultiPlayer.
