Mulligan achievement not working
Title.

Here's what I did, in order:
I start a game as Scotland, I place down Oracle in a hill tile on my capital but I never finish it, neighboring civ finishes Oracle, I unlock Golf Courses with Reformed Church civic, I use a builder to place down the Golf Course on top of the hill tile where I purposefully failed to build Oracle, no achievement, I skip turn, no achievement, I remove the Golf Course then place it back with the builder again, no achievement, I reload save, no achievement.

So I ask this to the people that do have the achievement, what did you do differently to get it? Because my strategy clearly didn't work for some reason.

That's weird. It should have work. Are you sure you built the golf course on the right tile and another tile ? Did you switch the tile from the city you intended to build the oracle to another city ? Do you run some mods that could interract with the golf course or the Oracle ?

The Oracle is an ancient wonder, while golf courses is unlocked with Reformed Church. Did you immediately put down the golf course the turn after the Oracle was built? Or did a few turns (eras) elapse before that opportunity arose?

I obtained the achievement in a hotseat game. I started to build one wonder (I don't remember which) and a few turns later, had Scotland start building the same wonder. I had a builder with a charge ready to go parked on the site of the wonder. As soon as the other civilization completed the wonder, I had the builder create the golf course.

So I wonder if the game looks for the message that you were beaten to the wonder. If it no longer appears in your pop-ups, it may be too late to capitalize on it.

It was on a hill tile immediately adjacent to the capital so I'm sure I couldn't have missed it.

I'll try with a duel map with a Renaissance era start later just in case, but I don't think the era of the wonder should matter.

the way the achievement is worded makes it sound like you can leave it x amount of turns of x amount of eras and then build the golf course.

however,

it seems to me that the achievement requires you to build the golf course THE TURN AFTER you fail to build the wonder.

the same turn you get the message prompt informing you that you have indeed failed.

I have yet to earn this achievement, but that would be my guess as to why you didn't receive credit.
