If, for some reason, you can't fill all of the policy slots in your government, then you can't end the turn normally. Instead, Shift-Enter ends your turn but you don't get the benefits of any policy cards. (Government bonuses like the palace yields from Autocracy do apply)

Wildcard slots do not normally cause this problem. They're maximally flexible; while every other slot has to match colors with the cards you put in them, you can put any color of card into the wildcard slot. A wildcard slot is only a problem if you have so many open slots that putting all of your cards in isn't enough to fill them.

I can understand this being a problem. I just have to wonder... what happened in the game where this becomes an issue? Even with the fourth-tier governments, I always seem to have more policy cards than slots.

Note you can put any other card you have in a wild card slot not just wild cards.

More overall slots than policy cards? It won't happen in the unmodded game, though it's theoretically possible. You'd have to gain access to some of the extra-slot wonders while still being extremely early in the civic tree.

Economic slots can become a problem in one reasonable circumstance. Kublai Khan (DLC leader of Mongolia or China) plus the Owls of Minerva (Secret Societies mode) combines to give you three economic policy slots in the Chiefdom government. Code of Laws only unlocks two economic cards. Oops. If you're playing that leader, don't join the Owls until you've researched at least one more civic.

Keep in mind that you can use any policy in a wildcard slot, not just wildcard ones.
