Since Israel is such a controversial and divisive civ, perhaps Firaxis would rather not include them for marketing purposes?
Anyway, you're better off asking for Israel in Civ 7
well mod are often very bad. Not special music lead to the civ and evolve around era, no localization, the leader dont move (blank image) etc
Why would that be the case?
It is not easy to make a modded civ, often they are not well made because it is hard (animation for the leader, asset for special unit, loclization in multiples langages, and of course the music that must be the same but with different beats on differents eras) for a good implemantation in the game. I never found ANY MOD that fullfit these points like a official civ in the game.
But if Firaxis were to add these people, they'd have to add two new casus belli:
1) Declare War on a different Continent because the God of a Foreign extinct Civ(that converted you) said you can have it in the Ancient Era - only can be declared in the Atomic and Information Eras).
2) Declare War on another civ's Women and Children - if declared in the Information Era receive no warmonger penalties.
