What happened here? Almost certainly, one of your rivals built the wonder. There should be a couple of notifications - one for someone building a wonder, one for the wasted production in that city being partially refunded.

So there can be only one temple of Artemis in the whole match?
I thought it would be exclusive of Greece (even though I'm 40 hours in I'm still learning)

As for the problem of having a wonder stolen out from under you by one of the AIs,it's a sort of rite of passage as you are beginning to learn the game.
It tends to be upsetting, because wonders take an unusually large amount of production for their era, so take a long time to build, and so are a huge investment, especially early in the game when you have all sorts of other production priorities which take a lot less of a city's time -- and which can't be stolen out from under you by the AI.
This makes early wonders pretty risky, and so one approach is to not even go for any early in the game unless a particular wonder will help out a particular strategy of yours so much that they are worth the risk. The general purpose wonders, the ones that help any strategy a lot, like the Pyramids and their extra charge for every builder you will ever produce, tend to go quickly to an AI even on lower difficulty. The Temple of Artemis is admittedly not one of these highly competitive wonders, so if it's still available on turn 113, and if it meets a need for you especially well, better than all the things that city could be producing instead, sure,go for it.
By the mid-game, you have had a chance to do several things that improve your odds of getting even competitive wonders. You have had time to get ahead of the AIs in climbing the tech and civics trees overall. You have the luxury of beelining a particular tech or civic that unlocks the wonder you want so that you get to start it before the AIs. You've had a chance to develop cities that have higher production than the AI civs, so that even without a head start, you can get the wonder done before they can steal it from you.
You might even have had a chance to acquire one of the great engineers who can use one of their charges to provide massive production point bonuses to wonder construction. The Mausoleum of Halicarnassus is one of the less competitive wonders, and it gives every great engineer an extra charge.
Finally, it can be a great help in knowing whether or not to take the risk of going for a wonder, to have uncovered a larger portion of the map. Wonders being constructed are visible everywhere you have dispersed the "fog of war". More usefully, you can use the search function for them on that portions of the map. Add to that, the more AI civs you have met,the better sense you have of the level of competition. Qin Shi Huang (at least the older version, the "Mandate of Heaven" Qin) and Egypt (especially Ramses) are big big on wonders, so if you discover they're in the game, and especially if they are doing well, you can adjust your reckoning of the odds accordingly.
Wide exploration is benefit for all sorts of other reasons as well, but because many of its benefits are longer range, it tends to not get the priority it deserves
